Normally it is used on dry hair, but some styles are done using damp hair. Saw a gal getting that done at the salon.

Water helps, but it may interfere with the hair spray (for me, anyways).

Dry hair only, if you put it on wet hair it would probably clump up and dry white when your hair dried plus your hair would look pretty bad when it dried that way.

Dry, it makes it so the hairstyle stays; if it's used on wet hair the hair will dry strangely and look and feel un-naturally crunchy.
