you can't use it on dry hair because it's a "toner". Toners are mild versions of color that "tone or correct" any unwanted undertones once the hair coloring product is through...I'm guessing you are using a blond color plus a toner.....the toner helps alleviate unwanted brassiness and therefore the hair that is already colored is porous, needs the water to even out the porosity so that the toner doesn't give you splotchy results...it tones done all of the hair evenly but only when the hair is wet.......

Because a toner needs to stick to something. so it needs moister in your hair.

Dont put it on dry hair, why would you want to wen it states not 2.
